In an exclusive appearance on Breitbart News Daily, Roy outlined how this legislation aims to prevent non-citizens from participating in federal elections, addressing a growing concern among conservatives.


Despite existing laws that make it illegal for non-citizens to vote in federal elections, Roy highlighted a significant loophole: the absence of effective safeguards. He pointed out that the Biden administration's policies have exacerbated the issue by allowing millions of illegal aliens into the country, potentially enabling them to vote.


“There’s an entire industry built around supporting illegal residents,” Roy noted, citing instances where non-citizens have received Social Security numbers. “So, of course, they’re voting.”


Roy criticized the federal government for automatically registering individuals through programs like Medicaid and forced DMV registrations, without verifying their citizenship status. “Our federal government is registering these people and saying, ‘Oh, but they won’t vote in federal elections. Don’t worry about it,’” he said.


The congressman emphasized the lack of systems to ensure non-citizens are not voting. He used Arizona as an example, where state law requires citizenship verification for state and local elections but not for federal elections due to federal preemption. “That’s the absurdity. Federal law prohibits states from checking citizenship for federal elections, even though technically, the law requires you to be a citizen,” Roy explained.


The SAVE Act proposes a solution by mandating that all states verify citizenship for federal elections, thus respecting federalism while ensuring only citizens vote for federal offices. Roy assured that the act would not impose immediate changes on current voters but would require new registrants to provide proof of citizenship, such as a passport, Real ID, or a combination of photo ID and birth certificate or naturalization papers.
